Senior Manager, People Operations

Role Overview

Horizon3.ai is a fast-growing, remote cybersecurity company seeking a Senior Manager, People Operations to drive core HR functions and global expansion efforts towards success. The role will build on a solid existing foundation, iterating on the operating model, systems, processes, and workflows that support Horizon3’s international growth strategy and increasingly global workforce.

What You Will Do

Lead global market-entry strategy and execution, manage international EOR vendor relationships, oversee the global HR tech stack, design localized total rewards programs, establish standardized global employee lifecycle processes, and maintain HR policies and operational procedures.

Requirements

• Proficient in global HRIS platforms (e.g., Rippling), global payroll platforms, and EOR management tools (e.g., Deel)
• Deep understanding of international labor law frameworks, statutory employee benefits, worker classification standards, cross-border tax considerations, and data privacy regulations
• 6+ years of experience in managing end-to-end People Operations functions, establishing new foreign legal entities, administering multi-country compensation and benefits, and leading global mobility initiatives
