Cost Allocation & Financial Data Analyst

Position Overview: We are seeking a Data Analyst with experience in cost allocation, federal grant claiming, financial analysis, and data analysis to support Louisiana Works’ federally funded programs.

The resource will support the development, analysis, documentation, and implementation of administrative cost allocation methodologies covering USDOL grants, Vocational Rehabilitation (VR) grants, SNAP Employment & Training (SNAP E&T), TANF, and other federal funding programs.

This position requires cost allocation plan experience in addition to traditional data analysis experience. Candidates with only general SQL, Power BI, Python, or reporting experience without cost allocation/federal grant experience will not meet the requirement.

Key Responsibilities:

  • Analyze current administrative cost structures, funding sources, cost pools, allocation bases, and cost-coding processes.
  • Support the development and documentation of cost allocation methodologies for federally funded programs.
  • Develop and maintain allocation matrices, formulas, financial models, and data analysis supporting federal and state cost allocation.
  • Analyze personnel, IT, fiscal, policy, management, and shared administrative costs and determine appropriate allocation approaches.
  • Support analysis of current versus proposed allocation methodologies and their impact on federal and state funding.
  • Support preparation of Public Assistance Cost Allocation Plan (PACAP) documentation, schedules, and supporting analysis.
  • Analyze timecoding, cost-capture, reporting, and financial system requirements needed to implement the approved methodology.
  • Support federal claiming optimization and identify opportunities to maximize allowable federal reimbursement while maintaining compliance.
  • Prepare analytical reports, documentation, and supporting materials for Louisiana Works leadership and federal review.
  • Participate in working sessions with fiscal, program, and project teams to validate data, assumptions, and allocation methodologies.
  • Support responses to federal reviewer questions and revisions to financial models or documentation as required.

Required Qualifications:

  • Demonstrated experience in cost allocation plan generation/development.
  • Experience with data analysis and financial modeling.
  • Experience supporting federal grant programs, government financial operations, or similar cost allocation engagements.
  • Understanding of federal cost principles and requirements, including 2 CFR Part 200 and 45 CFR Part 95.
  • Experience analyzing cost pools, allocation bases, shared administrative costs, and financial impacts.
  • Ability to analyze complex financial and operational data and translate findings into clear documentation.
  • Strong written and verbal communication skills.

Preferred Qualifications:

  • Experience with Public Assistance Cost Allocation Plans (PACAPs).
  • Experience with USDOL, SNAP E&T, TANF, Vocational Rehabilitation, FNS, DHHS, or other federally funded programs.
  • Experience with federal claiming and reimbursement methodologies.
  • Experience supporting federal reviews, audits, or regulatory inquiries.
  • Experience with government financial systems, cost centers, WBS, internal orders, or time-coding structures.
  • Advanced Excel/financial modeling experience.
  • Additional data analysis experience.
