The Manager, Business Development & Customer Success will lead the engagement and relationship management with Institutes of Higher Learning (IHLs), government agencies, and hiring companies to drive adoption and utilisation of NTUC LearningHub’s Learning eXperience Platform (LXP). This role combines strategic business development, stakeholder liaison, and programme execution to create value for learners, employers, and partners, with a focus on MINDEF, MHA, and related initiatives.
Key Responsibilities:

Develop and execute new business growth strategies to expand market presence, acquire new enterprise customers, and grow the B2B LXP portfolio.

Manage the full sales cycle from prospecting and client engagement to proposal preparation, quotation, negotiation, and closing.

Identify, evaluate, and pursue new partnership opportunities that support revenue growth, customer acquisition, and market expansion.

Build, manage, and grow strategic partnerships and key accounts, providing ongoing account servicing while identifying opportunities for expansion, cross-selling, and long-term value creation.

Be accountable for achieving sales, new business, partnership, and growth targets.

Drive awareness and uptake through roadshows, enterprise events, and direct engagement with enterprises.

Work closely with the Marketing team and appointed agencies to conceptualise, brief, and execute impactful campaigns that drive traffic and conversions.

Propose and manage creative assets, ensuring campaign effectiveness and alignment with brand guidelines.

Collaborate with Brands & Communications to plan and deliver monthly social media content to build consistent awareness of LXP.

Analyse sales funnel metrics and campaign performance data to recommend and implement optimizations.

Provide regular reports and insights to management on sales performance and campaign ROI.

Partner with internal tech teams to brief in campaign requirements, coordinate system enhancements, and manage change requests that support sales and customer experience.

Manage customer enquiries, issues, and escalations from enterprises using the LXP app and website.

Ensure a smooth and supportive learner journey to maximize satisfaction and retention.

Requirements

Minimum 5 years of experience in Learning & Development (L&D), continuing education, or a related domain

At least 2 years of direct experience in partnership development, partnership management, or new business growth.

Proven ability to lead contract negotiation processes and manage contract lifecycle in collaboration with legal team.

Proven track record in driving new business acquisition, partner‑led growth, and revenue expansion.

Strong project management and cross‑functional collaboration skills; comfortable working across teams (Product, Tech, Marketing, Legal, Sales etc).

Exceptional communication, stakeholder management, and interpersonal skills.

Strong problem‑solving ability with a results‑oriented and strategic mindset.

Platform or APP experience a bonus

Ability to take ownership and drive partnership initiatives from proposal to execution.

Comfortable in a fast‑paced, dynamic environment and able to manage multiple projects simultaneously.

Proficient in Microsoft Excel, PowerPoint and Deck presentation

Experience in marketing and communications is a plus
